Abstract

The author compares the experience of the European Union and that of the Latin American countries (Venezuela, Bolivia and Ecuador) in the development of the normative power, and describes its evolution and decline. The paper is based on deep interviews conducted in December 2014 in Cochabamba and La Paz.
