The article deals with the new transitional period in international relations, into which the Latin American countries enter along with the rest of the world. This period will be characterized by high rates of political instability, almost total informational permeability and the broadened political performance of the new social strata. In this conditions the Latin American countries, independently from their “left” or “right” political orientations, will acquire new importance for the Russian foreign policy interests.
