- The article reveals main reasons and calculus for a shift in US policy toward Cuba under the Obama administration, from a policy of isolation toward one of engagement and a normalization of relations; it identifies major US policy changes towards Cuba in the years of 2009-2016; it characterizes challenges and impediments to full normalization of US-Cuban relations.
