Abstract
The main purpose of this review is to shortly analyze the new information about the “endemic” problem of some Latin-American countries which is ‘brain drain” phenomena. After a certain lack of interest to this theme, the discussion has re-emerged given that at the beginning of the 21st century an increasing inter-regional and inter-continental mobility of students, university professors and scholars has become one the main trends in the higher education level worldwide.
