Abstract
The article is devoted to the characteristic persons and the activity of the head of the Russian diplomatic mission in Rio de Janeiro A.P.Maltits in 1832-1836 and geographer P.A. Chikhachev who travelled in the countries of Latin America in 1835-1836. In the article it is analized the original memorandum about the countries of the region composed by them in March-April in 1836. It combines the features of the diplomatic message and political regional description of Spanish republics of the New World.
