The author reveal specificities of this version of the American conservatism, evolution of its foreign policy concepts which have appeared demanded by administration George W. Bush after September, 11th, 2001. In it the author sees the essential concurrence of positions of the neoconservatives with foreign policy strategy of the White house. First of all Rahshmir means " the global leadership", "change of modes" and "the state construction" in "the countries-derelicts", and also realization of similar installations by means of "unilateral" and "anticipatory actions".
