- Аннотация
Открытие в 1968 г. на Аляске гигантского месторождения нефти вызвало большой интерес в США к Северо-Западному проходу как возможному пути для доставки аляскинской нефти в более южные штаты США. Чтобы выяснить реальность такого маршрута, в 1969–1970 гг. американские нефтяные компании при поддержке властей страны организовали через эти воды два рейса танкера «Манхэттен». Хотя Канада поддержала этот проект и приняла в нём участие, но одновременно канадское правительство П. Трюдо приняло два новых закона, которые резко усиливали контроль Канады за судоходством в Северо-Западном проходе. Стремясь не допустить открытого конфликта с Соединёнными Штатами, Канада не стала объявлять все воды Арктического архипелага своими внутренними водами, а сделала выбор в пользу так называемого функционального суверенитета, то есть способности осуществлять определённый набор прав над конкретной территорией.
