Охрана озера Байкал и Галапагосских островов как объектов всемирного природного наследия

Аннотация
В статье рассмотрены проблемы охраны всемирного природного наследия на примерах озера Байкал и Галапагосских островов. Показана общность проблем, характерных для уникальных природных объектов, несмотря на их значительную удаленность друг от друга и различный социально-экономический контекст их охраны. Проанализированы формы национально-правовой охраны озера Байкал и Галапагосских островов, констатирована принципиальная совместимость интересов охраны объектов всемирного наследия и проживания значительного числа местных жителей в границах таких объектов. По результатам исследования выявлен закономерный характер различных природоохранных режимов, действующих в границах уникальных природных объектов. Показана тенденция формирования нормативных актов, обеспечивающих охрану объектов всемирного природного наследия. Обосновывается необходимость признания центральной экологической зоны байкальской природной территории особо охраняемой природной территорией с последующим формированием ее единой администрации.
