Abstract
The principle of non-intervention has played an important role in the bilateral relations of Cuba and Mexico in the 1960s, though not all of the Mexican officials were ready to practice this doctrine. In September 1969, the Government of Cuba accused the employee of the Mexican embassy in Havana of spying for the CIA, but the Mexican government didn’t admit its guilt. However both countries continued their mutually beneficial cooperation. This article analyzes the nature of the bilateral relations of Cuba and Mexico in the 1960s, the causes of the cooldown of relations and the special aspects of the application of the principle of non-intervention in case of the Mexican spy.
