- Abstract
- Organization of American States (OAS) is the typical international organization, but at the same time it is the only one of its kind in multilateral diplomacy structures. This paradox is explained by the artificial character of the OAS and all the class of International Intergovernmental Organizations, to whom it belongs. A historical and sociological approach, used in this article, argues how OAS has evolved from the instrument of the regional security safeguarding to a democracy promotion mechanism. As an artificial structure OAS has a number of characteristics arbitrarily attributed to it by member-states and individuals, who established it and work in organization. Been an organization it gets objective qualities and try to safeguard itself as a societal and political body of international system
